The existence of legal gaps in some businesses / Bureaucratic laws blocking the wheel of the knowledge-based economy
Tabriz – The director of one of the creative companies in East Azerbaijan, which in recent years has taken significant steps in launching and producing modern rehabilitation equipment for people with disabilities in the country, points to the existence of legal gaps in some businesses and says: “The lack of support from governmental institutions, and in some cases even the existence of restrictive laws, has prevented the growth of small and start-up businesses.”
Bazaar; Provincial Group: Nader Alirezaloo, a graduate with a Master’s degree in Occupational Therapy, a PhD in Cognitive Neuroscience, and a specialized degree in Health MBA from Shahid Beheshti University of Medical Sciences in Tehran.
He holds two patents in the field of rehabilitation equipment and modern technologies: one for the Space Suit for the Disabled and another for the Comprehensive Spider Cage Therapy System for children with cerebral palsy. He also owns an industrial design for the Reverse Walker for the Disabled, produced for the first time in Iran.
Alirezaloo has authored several scientific and research articles (ISI) in reputable international journals, with more than 15 years of clinical experience in the field of children with physical and motor disabilities. He established the company Novandishan Avijeh, which in recent years has taken major steps in launching and producing innovative rehabilitation equipment for people with disabilities in the country.

Alirezaloo explained to Bazaar about the company’s activities:
“Our company is active in the field of rehabilitation, psychology, and medical engineering and has been registered as one of the creative companies of East Azerbaijan province. In this regard, and to support our research and production activities, we have succeeded in launching the first rehabilitation production line in the province.”
According to him, the company has so far been able to provide more than 30 rehabilitation equipment and treatment services, including:

Reverse walkers for disabled children
Comprehensive space suit for children with cerebral palsy

Legal gaps, the main barrier to business development
The director of Novandishan Avijeh emphasized:
“One of the most important problems in the development of small and start-up businesses in the province and even the whole country is the existence of legal gaps. The lack of support from government organizations, and sometimes the existence of restrictive laws, has caused the wheel of the knowledge-based economy to not move as it should.”
He added: “For example, in some cases the import of similar foreign devices, without quality and without supervision, has caused domestic production and knowledge-based activities to face serious challenges.”
The negative impact of sanctions and COVID-19 on rehabilitation businesses
Alirezaloo, pointing to the effects of sanctions and COVID-19 on rehabilitation businesses, said: “Unfortunately, sanctions have prevented us from accessing high-quality raw materials and some advanced components. On the other hand, the COVID-19 pandemic significantly reduced the number of rehabilitation clients, which created many problems for the sustainability of small companies.”
East Azerbaijan has high potential in knowledge-based businesses
He emphasized: “East Azerbaijan province, due to the presence of top universities, knowledge-based companies, and a large number of educated youth, has a very high potential for the development of knowledge-based businesses. However, to achieve this goal, supportive laws and the removal of bureaucratic obstacles are necessary.”

At the end of his interview with Bazaar, the director of Novandishan Avijeh said: “Our main request from government institutions is to create supportive conditions for small and start-up businesses. With proper support, these businesses can play a very important role in job creation, reducing dependency on foreign countries, and promoting the knowledge-based economy in the country.”
